Kaiser Analysis: Tax Credits to Average $2,700 Per Family Next Year for People Who Now Buy Their Own Insurance
MENLO PARK, Calif.儲存, Aug. 14, 2013 /PRNewswire-USNewswire/ -- A new Kaiser Family Foundation analysis estimates that Americans who currently buy their own insurance through the individual market would receive tax credits averaging nearly $2,700 next year for coverage purchased through new insurance marketplaces. The tax credits or subsidies would cover 32 percent of the premiums on average for this group of enrollees in a so-called "silver" plan.The new analysis by Foundation researchers comes as some states are releasing information on what premiums will be in 2014 when the Affordable Care Act's market reforms and newly created health insurance marketplaces take effect. These rate announcements illustrate "sticker prices" that do not reflect federal subsidies that will offset the cost of insurance for many current individual market policy holders."Tax subsidies are an essential part of the equation for many people who buy insurance through the new marketplaces next year," Foundation President and CEO Drew Altman said. "They will help make coverage more affordable for low- and middle-income people."Tax credits will be available to subsidize premiums for people who buy their insurance in the new marketplaces, do not have access to other affordable coverage, and have incomes between 100% and 400% of the federal poverty level (between about $11,500 and $46,000 for a single person, and $24,000 and $94,000 for a family of four).An estimated 48% of people who currently have individual market coverage will be eligible for tax credits, the analysis finds. Tax credits among those eligible will average $5,548 per family, and subsidies will average $2,672 across all families now purchasing their own insurance. Many people who are now uninsured will also be eligible for subsidies in the new marketplaces, and their tax credits will likely be higher on average since they have lower incomes than those who now buy their own coverage.There are many reasons why premium costs in the individual insurance market will change under the ACA before tax credits are applied. For instan新蒲崗迷你倉e, insurance companies will be prohibited from discriminating against people with pre-existing conditions, leading to higher enrollment of people with expensive health conditions. More young, healthy people may also enroll due to the ACA's individual mandate and premium subsidies. Furthermore, insurance providers will be required to meet a minimum level of coverage that will raise premiums for people buying skimpier coverage today, but also lower their out-of-pocket costs on average when they use those services. Premiums before and after the law goes into effect are not necessarily comparable, as health plans in the new marketplaces will be required to cover a broader range of services than are found in many current individual market policies and the health needs of people who will enroll are likely to be different. The Foundation also has developed a health reform subsidy calculator that estimates the premiums and tax credits available to people next year through the insurance marketplaces, based on their income levels, family size, ages and tobacco use.Methodology Based on data from the Congressional Budget Office (CBO) and the federal government's Survey of Income and Program Participation, the analysis estimates the average impact of the ACA on the individual market by quantifying how current enrollees will fare once relevant provisions of the health law are implemented. Premium data released by states to date suggest that the CBO premium projection is reliable. Authorities release photo, name of man involved in Tiffin crash

Authorities are asking for the public's help in locating Carlos Berlanga-Cardona. Officials said Berlanga-Cardona was in the truck that ran a stop sign and slammed into a passing SUV on Highway 6 shortly before 7:30 Saturday night.A media release didn't specify whether or not authorities believe Berlanga-Cardona was the driver, but said he left the scene of the accident and was in the truck.Troy Liddell, 48, and his sister-in-law, Kelly Liddell, 50, were both killed in the crash. Three others were injured. Authorities said the driver of the truck that hit them fled on foot after badly damaging the vehicle."Our philosophy is that it is a tragic accident," said Kristy Heffner, Kelly Liddell's sister. "We appreciate law enforcement, [but finding the driver] isn't our focus."Heffner said Kelly, Troy and two other family members were on their way to the Englert Theater to celebrate a birthday at the time of the accident."Kelly is the most generous person I know, she is kind, caring and involved," said Heffnself storager. Liddell of North Liberty were pronounced dead at the scene. Todd N. Liddell, 50, of North Liberty; Troy Liddell's wife, 48-year-old Martha A. Liddell; and a passenger in the pickup, 31-year-old Juan C. Help may be near for some autistic children

Stopping to tower over his grandmother, Keion Wiley brought his face close to hers and stared.Erlene Nunn peered back into her grandson's eyes, then spoke in a calm, clear voice."I love you," she said, slowly.And then he was gone, shrieking with delight back down the hall, disappearing into his bedroom. Nunn turned to her partner, Gloria Chapman, and gave a threadbare smile. It's OK.The walls of their northwest Roanoke home lay bare -- no framed photos of smiling faces, no artwork or timepieces. This is to protect Keion, a severely autistic boy who, on the best day, can function at the level of a 4-year-old. It's been almost 12 years since Chapman, 67, and Nunn, 58, adopted their grandson because of family circumstances. Now time is catching up with them, and with it mounting concern over what might happen to their grandson if they can't find the help they need."You can open the doors and these babies will be safe," Nunn said, "but not all of them."For those unable to live in the Roanoke Valley without mindful supervision, a proposed expansion by the Blue Ridge Autism and Achievement Center may provide hope for children such as Keion. It's part of a statewide trend that started in 2011 after the U.S. Department of Justice issued a directive to the state to draw down the number of institutionalized training centers used to assist intellectually and developmentally disabled people, and replace them with smaller, community-based options.Angela Leonard, the executive director of the center, has confirmed that she is seeking to purchase a house near her Roanoke County campus to use as a space to offer a realistic training ground for students with autism."We have a certain adolescent population here who need practice with day-to-day living skills," Leonard said. "That can be anything from personal hygiene to cooking to taking care of their household jobs."Leonard said students have a tough time incorporating skills taught in a typical classroom setting into the routines of their lives at home. If a special-use permit is approved, and the house purchased, students will have access to a kitchen where they can learn to prepare their own meals, living room carpets for vacuuming, and a laundry room for learning how to wash clothes."We also have the opportunity there that we would possibly put in a greenhouse," she added.For Keion, access to such a place in the valley would work wonders for his potential ability to live a more independent life someday. It's a bittersweet hope for his caretakers, who tussle with the mental battle of what his life will be like once they're gone.And when they talk about a "best case scenario"? Tears."He'll have purpose," Nunn said. "I think every human being needs purpose in life -- and he'll have positive purpose."Chapman nodded."If he can have more of that to consume his energy and focus ..." she trailed off. At nearly 200 pounds, and roughly the size of a high school football player, an angry Keion is a force with which to be reckoned -- as evidenced by the hole in one of the living room walls and scratches on furnself storageture from where he tried to pull the television from its wooden media center while in a rage.With the help of Medicaid waivers, Nunn and Chapman met Patrick Ford, a 20-year-old nursing student who comes to their home multiple times a week to spend time with Keion. Ford isn't at their home around the clock, but he's still described by Chapman and Nunn as God-sent -- especially as they await news on the fateof the autism center's expansion.In 2008 the Justice Department launched its inquiry into Virginia's disability system, including the Central Virginia Training Center in Lynchburg. Three years later, the department issued a stern letter to Gov. Bob McDonnell, accusing the state of providing inadequate services to those with developmental disabilities and violating the Americans with Disabilities Act.To avoid a lengthy legal battle with the federal government, McDonnell announced a settlement agreement in January 2012. Under the agreement, four state training centers were scheduled to be shuttered by 2020. The long-term goal, as expressed by the state Department of Behavioral Health and Developmental Services spokeswoman Meghan McGuire, was to emphasize a community-based, not institutionally based, system for services.In the next decade, more than 4,000 new Medicaid Intellectual Disability Waiver slots will move people back into their communities. According to McGuire, a majority of families have opted to use waivers for the community-based facilities, despite a long waiting list. As of May 2013, more than 7,800 people were waiting for waiver slots -- and 3,900 of those were considered urgent cases.In the past three decades, the population of students in training centers has declined from 6,000 to just under 780. Currently, 10,000 people are served in their communities through the help of Medicaid or other waivers. An additional 8,000 people are still waiting for those services, according to information released by the Department of Behavioral Health and Developmental Services.Decreasing numbers of people in state-run training centers have eliminated wait listing, but as fewer people turn to that option the cost per person has risen. In 2012, the average cost per person in a training center was $224,245, up from approximately $216,000 in the previous fiscal year. Meanwhile, the per person cost to new community facilities with waiver services is $105,860.Across the state, 101 people transitioned to community-based services in fiscal year 2012. In fiscal year 2013, 155 made the same move, according to data provided by McGuire.For Chapman and Nunn, the idea of being able to keep Keion close to home eases any concerns that he'll be treated with dignity and respect. For them, the local autism center is a familiar place with faces they've grown to know and trust.Leonard said she's thankful there are state-run institutions for families who have no other option, but also appreciates the trend to keep students in their communities. She has a disabled child of her own, though, and can relate to the feelings expressed by Chapman and Nunn."I want him to live here with me," she said. City Council considers resolution to promote urban agriculture

Meanwhile, city councilors are weighing a resolution that would order staff to look for ways urban agriculture can be integrated into land uses in the city.The City Council's Public Works Committee on Monday recommended approval of the resolution, but councilors said the idea is not intended to pave the way for Gaia Gardens, which is working to resolve city code violations identified earlier this summer."I don't have a problem supporting local agriculture, but what I don't want to do is reward bad behavior," said Councilor Chris Calvert.Gaia Gardens had already stopped selling produce from a farm stand along the Arroyo de los Chamisos when it received a letter in June that also ordered operators to stop hosting school groups and other volunteer helpers.One of the six alleged code violations had to do with makeshift housing that property owner Stuart Jay Tallmon put up on the land without a permit. The city also found that the nonprofit garden founded by farmers Poki Piottin and Dominique Lozo was operating without a business license.The pair have since applied for a home occupation license that, if approved, would allow them to grow and harvest vegetables on the property and sell them at another location. The license also would restrict the number of workers at the garden to two at a time. City Land Use Department Director Matthew O'Reilly said the application is under review and Piottin is acting as the landowner's agent to address building code violations in some structures on the 3.5-acre property.Councilor Patti Bushee, who sponsored the resolution before the City Council, stressed Wednesday that it isn't really about Gaia Gardens. She said it's more about the kind of issues it has raised."They are sort of a bad example of something well-intentioned that went too far," she said, noting that she's not proposing immediate code changes, but rather an examination of broader issues. Bushee's proposal also asks staff to consider how the city can allow farm stands to sell produce near community gardens in public spaces.The city and county Advisory Council on Food Policy is already working on recommendations to help the region move toward more local food production and consumption, said Katherine 迷你倉出租ortimer, the program manager for the city's sustainability plan. She said the extra direction from the council on urban agriculture would be timely."The Food Policy Council has been talking about wanting to promote urban agriculture long before the concerns with Gaia Gardens were present," she said.Piottin said he believes Santa Fe should focus on creating a section in the land use code to explicitly welcome food production in the city."Before we can talk about having farm stands, we have to talk about having farms," Piottin said Monday. "The big thing is that the city ordinance for home occupation businesses in residential neighborhoods is completely hindering the work of a farm by limiting the amount of people that can come and the amount of volunteers and the amount of structures and of all that."Other cities have taken steps that make it easier for urban farming, he said."It's doable. It just has to be on the books, otherwise our operation has to fit within the terms of the home occupation license, which is not made for farms," he said.Even if such changes get made in the long term, Gaia Gardens might already be over, he said. "We are a nonprofit with an educational mission, so if we can't have schools, we are closing up shop," he said.Area residents who say the garden has not been a good neighbor have raised the issue with the City Council on several occasions. The city also has received dozens of letters from people who live nearby and support the farm.O'Reilly said city staff believe there's a way to help the nonprofit understand the city code and operate within it, noting that the biggest violations have to do with substandard housing and plumbing as well as grading for the garden that took place without a permit. Another big concern, he said, is the amount of car traffic that the operations generated.Councilor Ron Trujillo said he hopes city staff will consider the history of the area. Gaia Gardens is in his district and he's heard an earful from constituents. But he noted that the main artery through Bellemah is Rancho Siringo."There's a reason it's called Rancho Siringo. 希臘失業率攀至新高 目前失業率為27.6%央行預測2015年或達28%高峰

破解中小企業“融資貴”依然路漫漫 超六成貸款利率上浮 銀行“暴利”難終結
雖然7月末中國人民銀行宣佈取消金融機構貸款利率0.7倍下限,新蒲崗迷你倉利率市場化進一步推進,但央行本月初發佈的《2013年第二季度貨幣政策執行報告》顯示,6月份一般貸款中執行上浮利率的仍超過六成。記者在調研採訪中發現,盡管短期解決中小企業“融資貴”依然路途漫漫,但資本市場已經反映出對銀行“暴利”終結的某些預期。超六成貸款利率上浮“貸款利率下浮?除非你是大企業、老客戶。”北京銀行一位在一線從事對公業務的資深人士表示,“年初我們僅僅對一家北京大型企業做過利率下浮5%-10%的貸款,後來融資成本上來後這種業務做得越來越少了。”記者近期採訪瞭解到,貸款對於中小企業難度依然不小。自從4萬億元刺激政策從2010年後逐漸收緊、退出,企業特別是中小企業的融資成本難以下行,銀行依靠息差成為人們心中的“暴利”行業。在日常貸款業務中,銀行相對於客戶的“甲方”地位不可撼動。一位從事農村金融擔保業務的人士對記者說,今年銀行對小微企業貸款一般開口就是利率上浮30%-50%,“一些涉農貸款沒有抵押物,可能會上浮到60%以上,微觀層面的中小金融機構大部分都是這樣。要想讓銀行給貸款利率打折,得先把這些上浮的利率解決再說”。中國人民銀行最新公佈的《2013年第二季度貨幣政策執行報告》顯示,在6月份所有一般貸款中,執行上浮利率的貸款占比高達62.93%,而執行下浮利率的貸款占比只有12.55%。據瞭解,即便是為了爭取客戶而希望“以量換價”的中小型銀行與金融機構,也在利率上沒有出現鬆動。北京懷柔融興村鎮銀行一位高管此前告訴記者,雖然這家村鎮銀行的主要服務客戶是農業企業或農戶,但該行仍然將貸款利率較基準利率有所上浮。這位高管表示,由於很多中小微企業缺少有效抵押物,因此利率上浮,以爭取覆蓋更多的風險。短期無實質影響“放開貸款利率下限只會是神仙打架,與小鬼無關。”國泰君安證券高級經濟學家林采宜認為,就大多數中小企業而言,目前的貸款成本普遍高于基準貸款利率的七成,享受優惠利率的是大企業,放開貸款利率下限只是增加了大企業在跟銀行談判時的議價空間,進一步mini storage低大企業尤其是壟斷企業的融資成本。記者瞭解到,與大部分中小企業爭取拿到“天價貸款”不同,部分大型企業特別是央企、國企,在向銀行貸款過程中議價能力較強,在未來貸款中有望享受到利率市場化帶來的財務成本下降。建設銀行研究員趙慶明撰文表示,取消貸款利率7折下限象徵著貸款利率市場化已經完成,但對銀行來說幾乎無實質影響,因為實際上幾乎沒有企業能享受到7折及以下折扣的貸款利率,以一年期貸款來說,銀行的信貸資金成本不低於4.2%,銀行不會做虧本的買賣。盡管利率市場化政策短期影響可能有限,但從長遠發展角度看,不少企業界人士和專家學者認為,在企業財務成本和融資壓力上升的情況下,如果未來金融市場和流動性保持穩定,放開貸款利率下限管制,有望讓實體經濟得到銀行業讓渡的一部分利潤。“暴利”終結路漫漫盡管距離貸款利率普遍“打折”還為時尚早,存款利率上限也並未放開,但在利率市場化改革的大方向下,敏感的資本市場似乎已經嗅到銀行未來“暴利”終結的味道,7月下旬以來,銀行股股價連續下行。此前幾年,中國的銀行盈利能力一直依靠穩定的息差和擴張的表外業務不斷提升。包括四大行在內的16家上市銀行,今年一季度盈利超過3000億元,而國內所有2469家上市公司的淨利潤總額才達5500億元左右。業內專家表示,此前給銀行帶來穩定收入的大幅息差,在利率市場化改革的推動下可能會有所縮減,但在�動存款保險制度和打開存款利率上限之前,僅靠取消貸款利率下限,在短期內可能還不會影響銀行利潤。從銀行息差結構看,如果未來放開存款利率上限,銀行將不得不提高存款資金的使用成本。去年6月,央行宣佈金融機構存款利率浮動區間的上限調整為基準利率的1.1倍。這一消息宣佈後,銀行立即上浮了存款利率。在這種情況下,銀行股連續下跌,就不難理解為資本市場對於未來銀行盈利能力的一種擔憂。市場人士解讀認為,實際上今年一季度16家上市銀行的利潤增幅已經下降,股價也整體回落,這一方面是由於宏觀經濟增速下滑,銀行拿出利潤進行風險撥備;另一方面則是投資者對於未來利率市場化情況下銀行利潤下滑的警惕。self storage
