The city is counting on the casino to provide funds for school construction and a property tax cut."Horseshoe Casino Baltimore, which will employ 1,700 people, remains on schedule to open during the third quarter of 2014," said Jan Jones Blackhurst, a Caesars executive. "Construction is progressing as planned. We look forward to adding a world-class casino to the city's portfolio of great tourism attractions."State officials did not respond to a request for comment on the investigation. City Council Vice President Edward Reisinger, whose district includes the casino site, said he was surprised to hear about it and was seeking answers from Caesars.But Kevin Harris, a spokesman for Mayor Stephanie Rawlings-Blake, said the administration is still counting on the casino as a boost to the city's economy."The casino remains on schedule to open next year, and the mayor looks forward to the added value it will bring to Baltimore, particularly in new jobs and another attraction to drive tourism into the city," Harris said. "All indications are that this will not affect operations for constructing the casino here in Baltimore."Las Vegas-based Caesars Entertainment teamed up with local investors to form CBAC Gaming, which won the nod to build and operate the city's casino. Caesars made the disclosures about the federal investigation and the Boston project in a report Monday to the U.S. Securities and Exchange Commission.Plans for the Russell Street casino call for a 122,000-square-foot gaming floor with slot machines, table games and a "World Series of Poker" room. The developers have agreed to pay the city at least $11 million in the first year of operation, enough to help fund the mayor's proposed property tax cut for homeowners for a year. Caesars said that "neither it nor its affiliates have been found unsuitable by any licensing authority."The company also said its Desert Palace subsidiary, which operates Caesars Palace, had received a letter from the financial crimes unit of the U.S. Department of the Treasury about "alleged violations of the Bank Secrecy Act," an anti-money-laundering law. Caesars said a federal grand jury is conducting an investigation into the matter.The company is "unable to determine the probability of the outcome of these matters or the range of reasonably possible loss," the filing states.Caesars is saddled with more than $20 billion in debt incurred when it was acquired in 2008 by private equity firms Apollo Global Management and TPG Capital, both of which remain major shareholders.The company's withdrawal from the Suffolk Downs project is considered a major blow to Caesars. Source: Jordan Times, AmmanOct.迷你倉 22--AMMAN -- The Central Bank of Jordan (CBJ) has decided to reduce the interest rates on key monetary policy tools by 25 basis points (0.25 per cent) from Tuesday signaling lower rates at commercial banks.According to economists, the move is a sign of sound confidence in the local currency and an indication of a high level of foreign currency deposits at the CBJ."It is a good decision that reflects the stability of the Jordanian dinar and will help build up confidence in the country's investment environment and reduce borrowing costs," Economist Yusuf Mansur told The Jordan Times.Under the decision, the rediscount rate will be lowered to 4.5 per cent from 4.75 per cent, the overnight repurchase agreement rate will go down to 4.25 from 4.5 per cent and that of one week (or more) will drop to 3.75 per cent from 4 per cent, annually.Furthermore, the deposit window interest rate will drop to 3.5 per cent from 3.75 per cent, annually.Sawsan Arouri, German Development Bank (KFW) deputy director shared Mansur's view, saying: "Definitely, it is a positive decision and it will propel the market and the investment environment"."Maybe that will take some time, but it is a step on the right track," she added.Adli Kandah, director general of the Association of Banks in Jordan, said the decision seeks to encourage banks to reduce market interest rates on loans, credit facilities and deposits to propel economic growth. （吉隆坡21日訊）畫滿民眾祝福的“我愛蘇丹街”老牆如火如荼進行拆除工作，mini storage以在未來進行18層樓高酒店建設，讓不敵發展洪流的老牆徒留一地的石磚與老街相伴哭泣……據悉，位於積善堂遺址旁的蘇丹街戶外停車場有面“我愛蘇丹街”老牆，�上畫有民眾及老街坊們對蘇丹街的守護及展望，是遊客必拍及遊覽的地點之一，也是多項保護蘇丹街活動的聚集地。然而，在屹立蘇丹街75年的樂安酒店租戶忙著“打包”及清空單位之際，停車場地主在本月19日（星期六）下午4時許展開拆除老�工作，以建設一棟18層樓高的酒店，讓老牆成為了民眾的回憶。工程告示牌注明建酒店《大都會》社區報今早走訪蘇丹街時，發現樂安酒店旗下的廉價酒店租戶仍在進行清空工作，而人鏡慈善白話劇社旁圍著青色鋅板的停車場外所豎立的工程告示牌注明該處將興建一家設有商店、停車場的新酒店……同時，記者也發現許多民眾及遊客在途經老牆時，忍不住拿起相機或手機拍攝老牆被拆除的畫面，有者面上更流露不捨之情，多看老牆幾眼才離開，叫人不勝唏噓。部份民眾在受訪時透露，他們是在近日透過面子書流傳的短片才獲悉老牆將被拆除的消息，令他們大感驚訝及失望，惟不清楚老牆被拆的用意。他們認為，該片老牆載滿了老街的回憶及故事，見證民眾與捷運的抗爭，惟可惜的是，老街還未消失，老牆卻先被拆除。他們表示，眼看磚塊一塊塊掉下，就像看著自己的老屋被拆除般，讓他們感到於心不忍，惟就算他們有心想保存該片老牆，卻也無能為力。此外，由於該片老牆近來吸引不少遊客到訪，因此，部份受訪業者也擔心拆除該片老牆將衝擊當地的旅遊業。他們說，前來蘇丹街遊歷的遊客近來已明顯減少，讓他們擔心一旦具有意義的老牆被拆除，會影響遊客前來遊覽的興致。方貴倫：未接獲通知武吉免登國會議員方貴倫表示，他早前沒有接獲老牆將被拆除及發展的通知，惟由於有關停車場地主向來支持發展，與反對捷運工程的民眾立場不同，因此，他深信有關業主早有發展空地的意圖。他說，該片老牆與2層樓舊店鋪不屬於人鏡慈善白話劇社的一部份，疑是地主早前有意發展而買下該棟店鋪。他也對於畫滿民眾守護老街的心情及心血老牆被拆感到失望及可惜，同時，也對拆除工作會否影響人鏡感到擔憂。“我在接獲通知後，曾前往瞭解拆除情況，惟該處已圍上鋅板，無法看見裡面的情況。”樂安圍鋅板臨時取消由於捷運公司給予的期限已過，因此樂安酒店業者一大早就忙著搬走剩下的桌椅床褥等，但由於數量太多，記者在下午前往巡視時，依然看見樂安酒店內有許多桌椅未搬走。雖然，捷運公司原訂在下午4時前來為樂安酒店圍上鋅板以阻儲存外人進入，惟截至5時許仍沒見該公司員工的蹤影。同時，現場一名捷運公司保安為樂安酒店鐵閘上鎖後，指圍鋅板行動臨時取消，也沒有清楚交代何時會派員前來，僅指他在明日早上9時會前來站崗。地主悄悄拆除老牆張吉安：驚訝茫然首先發現老牆被拆，並將拆除過程上載至面子書的茨廠街社區藝術計劃副總策劃張吉安表示，他是在週六下午2時左右途經該處時，被落下的磚塊嚇到，才發現老牆將被拆除。他說，他事先並沒有接獲任何消息及通知，且在發現拆除工作後，也無法聯絡上相關單位查詢，令他感到無奈。張吉安坦言，在大家極力保護老街並與捷運抗爭之際，卻發生地主悄悄拆除老牆，展開酒店興建計劃，讓他感到無言。“從?守護茨廠’到?燈佑蘇丹街’，積善堂的原址一直是活動的主要地點，如今老牆在進行拆除工作，對整個保護工作而言是個諷刺。”“有關地主沒有對外發佈任何消息，整件事對我來說都是個問號，讓我既驚訝又茫然。”由於老牆屬人鏡慈善白話劇社（簡稱人鏡）的尾端，因此，他也對有關拆除工作是否影響人鏡感到憂慮，並希望人鏡的業主能針對事件作出表態。黃路加（20歲，學生）：面書上看到老牆被拆“我們早在面子書上看了老牆被拆除的情況，並對此非常痛心，且也不忍心再多看幾眼。我們雖不是蘇丹街一帶長大的小孩，但看著載滿故事及歷史的老牆被拆，我仍感到難以言語的驚訝及心痛。”伍錫榮（人鏡慈善白話劇社司理）：憂不法之徒尋空隙進人鏡“我也擔心老牆的拆除工程會影響人鏡慈善白話劇社的建築，且也會讓不法之徒尋得空隙進入人鏡偷竊，但詳細情況還有待我深入研究才能瞭解；若發現真的影響到人鏡，我將要求地主負責。同時，據我瞭解，有關地主也面對資金問題，相信酒店的興建工程會在捷運工程完成後才展開。”宋蕙君（19歲，學生）：老牆被拆感到遺憾“我本是為了趕在樂安酒店被捷運公司圍起前，來這裡走走，看看老建築的最後風采，但卻看到?我愛蘇丹街’老牆被拆，感到非常遺憾。大家為了守護老街，花了很多時間將壁畫畫在老牆上，但拆除老牆卻只需一刻，拆除後就甚麼也沒了，讓我感到非常無奈。”梁玉盈（25歲，茶行員工）：拆老牆衝擊蘇丹街旅遊業“我們發現前來蘇丹街觀光的遊客已明顯減少很多，如今具有特色的老牆被拆，恐將影響遊客的遊歷興致，為蘇丹街的旅遊業帶來更大衝擊。我覺得，大家忙著保護老街之際，有關地主卻展開拆除老牆工作，令人感到可惜，並希望有更多公眾站出來反映不滿，讓該業主瞭解民眾心聲。”鍾欣倪（18歲，學生）：想保護也無能為力“我們眼睜睜看著老牆被拆，就算想保護也無能為力，讓我感到非常痛心。”;迷你倉

In the absence of press freedom, it is possible that the media might present a biased picture of the reality, and that some officials may get away with power abuses, favoritism, and other wrongdoings. Sadly, however, some people seem to be abusing this precious freedom. It is heart-breaking to see some netizens pour abusive words on another human being who has done absolutely nothing wrong. Stephanie Liu Han, a top student from Yunnan, who graduated from the University of Hong Kong two years ago having earned a full scholarship on outstanding academic merits, and who worked in the city’s financial industry, was killed in a traffic accident. Instead of expressing sympathy as a normal human being would, some netizens made outrageous and disturbing remarks. While she was in intensive care, one netizen remarked: “Quickly take her back to Zhina (a derogative name for China). Otherwise we would be losing medical fees on her behalf.” “Having grabbed a place in the university at the expense of HK people, she now occupies a hospital bed. Soon she may be pre-empting a place in the columbarium. The Chinese really are overbearing!” “Punishment from heaven!” There is nothing we can do if people choose to say these things privately. But these words are posted on the Internet. A good question is whether abusive language that hurt people should be banned from publication: on the Internet, in newspapers, or on TV. Will this compromise press freedom? Perhaps there should be limits to freedom of speech and freedom of the press. Language that hurts other people is really not much different from physical assault that hurts other people. In both cases there is an actor, an act, and a victim. There should be no presumption that physical injury necessarily hurts more than “mental injury”. In principle, people should not be allowed to arbitrarily hurt others. But who is to determine if someone has been hurt? Unlike physical injury which can be objectively assessed, it is not easy to demonstrate that someone has迷你倉been hurt by language, and to what extent. If a government department is to take up this role, people will worry about arbitrary censorship. The alternative is to set up an independent commission or committee, one that has credibility for its professionalism and independence, and to have it determine if the bounds of reason and common sense consideration have been violated. An “Independent Commission on the Limits of Free Speech”, when given clear terms of reference and formed under due process, will pose no threat to press freedom as a means to check against power abuses from government officials or from big businesses. In order for it to function, it will have to have the power to lay charges on violators of the principles of free speech. In order to give it credibility, the appointees, which may be nominated by the government or by the civil society, should be ratified by the Legislative Council. The terms of reference should make it clear that it is not aimed at political expressions, but at malicious, discriminatory, exploitative, or hate-inducing language expressed through the mass media including the Internet. The recent rise of negative sentiments against new immigrants and tourists from the mainland is often justified on grounds that “they have not paid taxes in Hong Kong”. I would like to ask those who express such opinion if they wanted a system of discrimination based on how much tax people pay. I would like to ask those who wrote such harsh words against Liu Han if he/she wanted to see a world in which Hong Kong students were denied the opportunities to study abroad, or opportunities for scholarships. Hong Kong claims to be a global city. We need to abandon insular views and instead espouse the values of a global city. If we do well, we can set a good example for the world.
