Source: The Columbian, Vancouver, Wash.迷你倉沙田July 29--In the next year, the state of Washington expects to have more than 600,000 newly insured residents.A significant portion -- about 330,000 people -- will receive medical coverage through the state's expanded Medicaid program.The Washington State Health Care Authority, which oversees the state's Medicaid programs, began work three years ago to implement the expanded program offered through President Barack Obama's Affordable Care Act.One year ago, expanded Medicaid was still considered a dream, said Manning Pellanda of the Health Care Authority."And now that we're less than three months out until we start, our vision is becoming a reality," he said.In Clark County, where about 60,000 residents are on Medicaid, that reality means an estimated 28,600 new Medicaid clients. It also means new concerns about the program's sustainability, the local physician workforce and the state's method of enrolling clients.As local physicians, medical groups and health plan administrators try to prepare for the patient surge, they're left with a number of unknowns."It's like building an airplane in the air," said Dr. Alfred Seekamp, chief medical officer for The Vancouver Clinic. "You don't know how it'll turn out, but you'll do your best."Expanding eligibilityUnder expanded Medicaid, people ages 19 to 65 making up to 138 percent of the federal poverty level will be eligible for benefits.For a single person, that's just under $16,000 per year. For a family of four, it's about $33,000 per year."This will be a big change," Pellanda said. "It's a positive change."The way people apply for Medicaid has also changed.Washington residents will apply for Medicaid benefits using the state's online health insurance marketplace, Washington Healthplanfinder. Open enrollment begins Oct. 1, but coverage won't go into effect until Jan. 1.Residents will go to the website and input their basic demographic information. From there, the system will connect to a new federal hub that stores information from the Internal Revenue Service, Social Security Administration and Department of Homeland Security. The system will also draw information from state offices, such as the Washington State Employment Security Department, which handles unemployment claims.That information will verify the person's citizenship (only U.S. citizens are eligible for Medicaid) and household income. The results will be displayed on the screen for the consumer to approve. Once the applicant clicks "OK," he or she will be added to Medicaid, Pellanda said."Instead of 45 days for an eligibility decision, you will find out in probably 45 minutes if you're eligible for Medicaid, which is fantastic," he said. "There's no waiting. There's no pending eligibility."Since the system relies on data that could be outdated, such as annual income tax returns, applicants have the opportunity to edit the information gathered through the data match to reflect their current circumstances, Pellanda said.If the person reports income below 138 percent of the poverty level, he or she will be declared eligible for Medicaid, he said.The state will run additional data searches afterward and will conduct random audits of about 20 percent of the total Medicaid population to ensure people aren't misrepresenting their circumstances, Pellanda said."Our data from many years experience is when you're thinking of people trying to fraud to get coverage, in the Medicaid world, we don't find that as a very large number," he said.Auto enrollment?New Medicaid clients will automatically be enrolled with a plan in their region. In Clark County, clients will be assigned to either Molina Healthcare of Washington or Community Health Plan of Washington, which contracts with Vancouver-based Columbia United Providers.Auto enrollment raises concerns for many in Clark County.If Clark County residents are assigned to a plan without a robust network of providers and specialists, they'll struggle to get access to care and will likely end up back in the emergency department, said Tom Sanchez, director of clinical operations at The Vancouver Clinic. Clients can request to be switched to a different plan, but the requests take time to work through the state department and result in delays in care, he said."That's happening now, and it'll continue to happen," Sanchez said.In the last year, health care providers and Columbia United Providers officials say Molina -- which only last year began managing Medicaid clients in Clark County -- hasn't signed up enough specialists to meet patients' needs. As a result, many patients are requesting to be switched to the Community Health Plan/Columbia United Providers plan.Molina Healthcare issued a statement saying it has been preparing for Medicaid expansion in Clark County and across the country since the Affordable Care Act was passed and is open to working with additional providers."In addition to expanding our network of providers, we are adding member services representatives to help members find primary care and specialty physicians as well as other social services they need to access health care and to stay healthy," the statement said.The Health Care Authority regularly evaluates network adequacy and is currently evaluating the Clark County plans, said Preston Cody, HCA deputy director. Based on his initial review, Cody said he's pleased with the results."Provider networks are growing," he said of the plans. "Their capacity continues to be able to serve Clark County."A small percentage of plan switching always occurs, and Cody said he hasn't noticed an unusual increase in Clark County. However, the state will continue to monitor plan adequacy, Cody said.Preparing for the 迷你倉價錢nfluxLocal officials believe many of the people who will be added to the state's Medicaid rolls are receiving medical care now, even though they're uninsured.Physicians are serving the uninsured at free clinics, in the emergency department of hospitals and in their own offices when insured patients lose medical coverage, said Ann Wheelock, Columbia United providers chief executive officer."I think it might not be the train wreck people think it will be," Wheelock said of the expansion. "These people are already getting some care."But it's unclear how many of those patients and other new Medicaid clients will be assigned to -- or will request to be switched to -- the Columbia United Providers plan. As such, providers who contract with Columbia, such as The Vancouver Clinic, don't know what to expect come Jan. 1.But Duane Lucas-Roberts, Vancouver Clinic's chief executive officer, thinks the clinic can handle an increased patient load.The Vancouver Clinic has more than 1 million visits to its medical offices each year. With 200,000 people seeking care at the clinic annually, even an additional 10,000 people would only be a 5 percent increase, Lucas-Roberts said."We think we have the capacity," he said.Still, the clinic has taken steps to prepare for the influx.Throughout the last year, The Vancouver Clinic has implemented several initiatives aimed at improving patient access, and by the end of the year, the clinic hopes to have hired an additional 10 to 15 physicians.Sea Mar Community Health Centers -- which provides medical, dental and behavioral health care to the insured and uninsured -- is also taking steps to prepare for more patients, said Mark Carlson, Vancouver Medical Clinic manager.Sea Mar is further developing its care teams by assigning case managers to people with chronic illnesses and hiring trained peer advocates -- many of whom have or have had their own chronic illnesses -- to work with patients, Carlson said.In addition, the clinic is recruiting more physicians and specialists. The clinic is hiring its own specialists since accessing specialty care in Clark County has been a challenge, Carlson said.Primary care concernsCarlson fears the expansion will exacerbate the specialty care access problems. Wheelock believes the access problem is bigger than just specialists."I think there's a big primary care access problem with all of health care reform," Wheelock said.The state Office of Financial Management issued a research brief in June 2012 about the availability of primary care physicians to serve the expanded Medicaid population. Nearly all urban areas in the state have enough capacity, according to the report.The one exception: Clark County.The researchers suspect a portion of new Clark County Medicaid patients will seek primary care in Portland. They based that conclusion on unpublished hospital discharge data that showed 19 percent of hospital stays by Clark County residents in 2010 occurred in Oregon hospitals.That won't likely happen, Wheelock said."We have for years tried to work with Portland providers," Wheelock said. "They've got Oregon Medicaid patients and no-pay patients and Medicare patients to take care of. They're not interested in caring for Washington's Medicaid patients."The state hopes increasing the Medicaid reimbursement rates will give providers incentive to take on more clients.Through the Affordable Care Act, the state is increasing rates for family practice, internal medicine and pediatric physicians.The reimbursement for a new adult patient's office visit will increase from $57.56 to $114.21. Reimbursement for an established adult patient's office visit will increase from $38.63 to $76.86.The higher rates went into effect this month, but the reimbursement is retroactive to Jan. 1. The federal funding for the enhanced rates expires Dec. 31, 2014.Wheelock questions what will happen once that federal funding is gone."If we're banking on federal money to save the day, I think we all need to be realistic," she said.Medicaid sustainabilityThe uncertainty surrounding reimbursement rates is only one concern local officials have about the future of the program. Many are also concerned about the sustainability of the state Medicaid program."Costs are going through the roof," Wheelock said. "This (expansion) is going to add pressure."Under the Affordable Care Act, the federal government will pay 100 percent of the cost to cover the newly eligible Medicaid enrollees for the first three years. After that, the federal contribution is scheduled to decline to 90 percent by 2020 and remain at that level.But many are skeptical the federal government will continue funding the program at those levels. Add in the state budget concerns, and the picture grows murkier."Somewhere there's going to be a point where all of this crashes," Wheelock said. "I think we're heading over a cliff."Moving forwardDespite the uncertainties, Wheelock is confident local providers will pull together and do their best to accommodate patients come Jan. 1."I think Clark County is probably as well-prepared as any other county in the state," she said.At the state level, the Health Care Authority is committed to make the new Medicaid program successful, Pellanda said."We do not want to see this fail in any way," he said.   俗人如你和我,mini storage才不會選擇在事業稍為有點得意之時,走去流浪,還要一走 7 年;但已 60 歲,剛於本年香港書展到訪的台灣散文家舒國治,年輕時就是如此。俗人一概重視的,如房子有沒有空調?口袋是否放了智能手機?於他皆不要緊。近年日本流行的「斷捨離」生活哲學,早幾十年前他就自然地踐行。  一、財富以千元新台幣計:人稱「舒哥」的舒國治已年屆 60,以一身粗衣麻布出席今屆香港書展,予人兩袖清風的感覺,好像隨時可以行山看海去。講座主持人介紹他出場時,借用了他朋友的話,就是他的財富是以千元新台幣來計算的。他對物質的輕視,近年常被人傳頌,甚至成為人們推銷他的噱頭(就正如這篇文章一樣)。怪不得他也在講座上說,可能有人真為了這個才來,想要知道「怎麼你只有幾千塊錢在褲頭�」,但其實講座題目是「我是如何寫東西的」。  二、添冰箱等如添麻煩:雖然講座題目是「我是如何寫東西的」,可由於主持人在開始時強調他家�沒有電視機、空調和電腦,從前甚至連冰箱也沒有,所以舒國治也稍為解釋了一陣子。他說,我們人生已經有很多麻煩事,添了冰箱,就等如添了更多麻煩事。因為你要去填滿冰箱的內容,把吃剩的飯菜、買回來的牛奶,統統放進去後,就像是留待日後解決的煩惱,「台灣人有種很捧的想法,以為把東西冰了就不會變壞,所以有些人的冰箱�連 20 年前的東西也有。」但是憂患皆自婚姻始,兩年前婚後的舒國治也讓代表�煩惱的冰箱進駐家中,因為老婆要煮飯。  三、低科技工作方式:至於電腦,他家�真的沒有。甚麼倉頡、速成、九方、併音,他都不會用,仍堅持用筆寫稿。你以為他是出土文物嗎?那就大錯特錯了,台灣仍然有不少作家也是這樣子創作的,例如朱天心。但是家�連電腦也沒有的,還真沒幾個。近年他每天作息較有規律,中午除了睡午覺外,還會工作兩、三個小時,當他要處理編務或是回覆電郵時,便須編輯在旁,一起在電腦前工作。這麼「低科技」的生活和工作方式,對年輕人來說實在有點不能想像。如果年輕的你想跟舒國治一樣成為作家的話,那麼他給你的「低科技」寄語是:「不要在地下鐵看手機,因為這不會幫助寫作。」  四、流浪是放下的過程:舒國治於 1980 年憑�短篇小說《村人遇難記》摘下時報文學獎,更被收入詹宏志所編的《六十九年短篇小說選》中。當大家都以為他是台灣文壇的後起之秀時,他卻去了美國做背包客,流浪了整整 7 年,期間甚少發表文學作品。後來他在散文《流浪的藝術》中談到,流浪就是一種棄掉你原以為最重要的東西的過程,「流浪的最大好處是,丟開那些他平日認為最重要的東西。好比說,他的賺錢能耐,他的社會佔有度,他的侃侃而談(或訓話習慣),他的聰慧、迷人、或顧盼自雄;還有,他的自卑感。最不願意流浪的人,或許是最不願意放掉東西的人。」  五、以鏢師自嘲只寫散文:他本來的志向是寫小說,但後來發現最大的障礙是自己愛想些亂七八糟的事情,並不能為可能發展的故事去延伸�索。到後來他去了美國,更加把自己從文學創作歷程中抽離。歲月為他做了篩選,剩下來的self storage是他從生活中提煉散文的功力,「後來還能寫,但已經不能做名門正派,只能夠在鏢局�當保鏢,不能夠在真正的高手�頭去混了,因為少林寺方丈看到我都不理我。但保鏢也不能當一輩子,差不多到了時候,鏢局遣散了,便可能到哪個地方教教拳……」舒國治出名愛看武俠小說,曾寫過《讀金庸偶得》一書,故以鏢師自嘲現在只能寫散文。  六、白話文言語法交融:台灣著名詩人楊牧曾讚譽《村人遇難記》中的語言風格,指舒國治應用白話和文言技巧的能力不同凡響,令兩種語法交融。這種文白夾雜的風格一直延續至舒國治的散文中,成為其重要特色之一。原來他年輕時已特意經營這種風格,看了很多與文學不相干的書,只為鑽研老一輩是如何同時運用文言和白話,然後從中挑了他可以學習的,丟了不合用的。台灣導演楊德昌的爸爸從前是中央印製廠的副廠長,曾印過鈔票,為了到學校去演講,所以編了一套教材。與楊德昌相熟的舒國治就曾拜讀過這套書,只為看那種文言化的白話。  七、沒錢也可享受好食物:照理說談吃和旅行,應該是鼓吹消費的,所以也就有《阿叻遊世界》這樣的節目,以烤鴨皮夾�魚子醬來吃。但舒國治就是反其道而行之。關於旅行,他談的是走路,走累了,也不介意坐在路邊,令到褲後臀部的位置都是白花花的。關於吃,他的大前提是就算沒錢,也可以享受好的食物,正如過好的生活也不須花很多錢,所以也就有了《窮中談吃》。「太過美食的那些題材,我不會特別去碰,好像是告訴人家你比較懂得怎麼抽雪茄,或是比較懂得怎樣去選紅酒,到過哪些好的酒莊。我絕對不講這些,因為不能通過我的操守,好像大家都很窮,但是你卻告訴人家你跑了很多國家,吃過魚翅鮑魚。一來我不太吃這些東西,二來更不宜宣揚這些東西。」他說。  八、「晃蕩」幾十年:看到這�,你可能不禁要問,舒國治是怎樣活過來的?他年輕時也不太上班,大部分人為事業前途和 30 歲前的第一桶金而苦惱之際,他卻從未為此擔憂。不是因為他家�特別有錢,或是他這個人多麼反社會和憤世嫉俗,正正因為他沒錢,也不太情願去用穩定的工作來換取薪金,然後自然地便活成一種他稱之為「晃蕩」的狀態。他曾經在一個訪問中說︰「我跟全世界在路上無家可歸的人一樣,逃避使人進入流浪。但並不是逃避一個確切的事態,像是逃兵、逃婚、逃債。一定是有件事要人一定要去做,然而你逃避,你不做,然後演變成晃蕩。天下之大,那我到底是要做甚麼?這個狀態,稱之為晃蕩。」一晃幾十年過去,重要的是,他活得很好喔!﹏﹏﹏﹏﹏﹏﹏﹏﹏﹏﹏﹏﹏哲學經典研讀  西方哲學超過 2,500 年歷史,漫長的發展過程中,孕育了不少偉大的思想家,笛卡兒、霍布思、休謨、洛克、密爾等等,各自探索宇宙人生的道理。香港中文大學哲學系博士趙子明及香港大學哲學博士溫信傳,將會介紹西方哲學史上幾個重要的發展階段,以及當中的代表人物。 日期:8 月 6 至 27 日(逢星期二晚)7:30 pm - 9:30 pm 地點:創 Bookcafe(中環域多利皇后街 9 號中商大廈 2 樓) 查詢:2138 7809迷你倉

“軟硬兼施”管住垃圾短信 海外運營商如何治理垃圾短信媒體不斷曝光,迷你倉出租用戶不斷投訴,運營商不斷打擊,但是垃圾短信現象不但沒有得到根治,反而有愈演愈烈之趨勢……本刊近日對垃圾短信泛濫現象進行連續報道,在讀者中引起共鳴。本周我們繼續追蹤這一話題,看看在海外發達國家和地區的政府和運營商,是如何從強化立法監管及行業自律、普及消費者教育等各種渠道入手,解決垃圾短信這一頑疾的。 ——編者2012年3月,美國無線運營商AT&T發起了一項訴訟,指控垃圾短信發送者使用了14個電話號碼,向AT&T與其他運營商的付費用戶發送了2000多萬條非法短信和呼叫。按理說,這2000多萬條短信,也為AT&T帶來了不少收入,為何還要起訴呢?這是因為,對於AT&T、Verizon等美國無線運營商而言,來自垃圾短信的利潤是個“燙手山芋”,一是由於美國人的法律意識比較強,有投訴的習慣;二是由於有些用戶的資費套餐中,接收短信也要付費,有的每條高達20美分,用戶當然要頻頻投訴。而用戶通過運營商客服電話投訴垃圾短信時,運營商需要為每個投訴電話支出較高的成本,有時甚至高達5∼50美元。2011年,美國的垃圾短信數量增加了45%,引發用戶憤慨,而運營商和用戶一樣都是受害者,運營商起訴垃圾短信發送者的行為時有發生。事實上,垃圾短信泛濫是世界各國的難題,各國在治理過程中也有過經驗和教訓。我國亦可放眼世界,廣泛借鑒。在已出台有關垃圾短信法律的國家中,對於色情、暴力、詐騙短信採取了堅決打擊不縱容的態度,對這部分短信發送者將入刑入罪,但是對於商業廣告短信卻持有條件的寬容態度。總結起來,大致分為以下幾個方面。立法教育 教會用戶自我保護目前,我國對個人信息保護還沒有明確的法律規定,公�對自己信息保護意識的淡漠,也是造成垃圾短信泛濫的重要原因。縱觀國外的相關法律法規,在處置垃圾短信問題時,無不先推行個人信息保護法,首先對電話用戶以及電子郵件用戶進行教育,增強公�的法制觀念和自我保護意識。用戶不僅在甄別垃圾短信上具有絕對的主動權,並且還負有舉報的義務。在美國,2003年6月,美國聯邦貿易委員會設立“全美不接受電話推銷名單”,當年12月,美國聯邦政府通過首部全國性反垃圾郵件法案。該法案規定,電話和手機用戶可以通過熱線或政府網站,將自己的電話號碼免費列入“全美不接受電話推銷名單”中,之後即可合法避免垃圾廣告信息的騷擾。在新加坡,民�可在政府建立的“禁止呼叫名單”上註冊,任何機構或個人不得向已在名單上註冊的民�發送垃圾信息。在我國香港,特區政府先後制定了《非應邀電子訊息條例》、《非應邀電子訊息規例》。這些規章制度一方面制約垃圾短信發送者,另一方面也對公�提出了要求,包括:如不想再收到發送人發出的商業電子信息,應向發送人發出取消接收要求;如不想接收所有發送人的商業電子信息(已獲得同意而發送的信息除外),應在拒收信息登記冊加入自己的傳真和電話號碼;如發送人不遵照取消接收要求或拒收訊息登記冊,應向電訊管理局舉報違反個案,等等。明晰責任 加大對違法的懲處在個人信息保護法案完善後,許多國家在治理垃圾短信時就有了明確依據,在相關立法中不僅明晰了相關主體的責任和義務,還對違法行為確定了高額罰款、獲刑入罪等明確的處罰手段。值得注意的是,由於法律健全,許多國家對治理垃圾短信有明確的執法主體。例如新加坡政府專門成立個人信息保護署負責處理垃圾短信相關事宜。美國聯邦貿易委員會消費者權益保護局有一支特別隊伍,來對手機事務相關的問題展開調查,並受理有關垃圾短信的投訴。英國設立了電話信息服務標準監察委員會、最高通話費管委會等,專門對利用手機信息進行非法活動的公司和個人進行監控。德國政府和監察部門成立了“聯邦手機短信處理中心”,負責處理有關違規者及解答普通用戶的問題。對於電信運營商,出于對通信自由和通信秘密的保護,大多數國家並不允許基礎運營商過濾垃圾短信。但是,在印度,政府要求運營商每年提交關於阻止垃圾短信傳播的正式書面報告,允許運營商採用關鍵詞屏蔽過濾垃圾短信,並要求運營商禁止大規模群發、取消垃圾短信發送者的手機入網資格。對於商家,大多數國家都允許發送短信廣告,但是對其行為有嚴格限制。一般而言,法律都明確發送廣告必須得到接收者許可,在儲存倉送時間上也有規定。例如德國2003年通過的《聯邦反垃圾郵件法案》規定,向用戶推銷商品和服務的廣告短信必須徵得手機用戶的書面同意,而且每天21時至次日8時發送的廣告需要再次徵得用戶同意。獲得用戶同意的廣告商在發佈手機短信廣告時,必須注明“廣告”字樣和發送者的單位及電話等。英國、韓國的法規也與此類似。另外,多數國家的相關法律還明確了對垃圾短信發送方的處罰力度,使法律具有威懾力。德國對於濫發垃圾短信者,會處以最高5萬歐元的罰款,如果發送色情等非正常信息,均被視為違法行為,將追究刑事責任;英國法律將兜售產品的垃圾信息視為一種犯罪行為,一旦違規,散播者在地方法庭最高可能被罰款5000英鎊,在有陪審團出席的法庭,罰款額度沒有限制;韓國情報通信部規定,如果手機用戶不願意接收該信息,所產生的電話費將通過080免費電話告知並由廣告發送者承擔,同時對於濫發垃圾短信的個人可處以最高8500美元的罰款;日本2000年制定和頒佈的《關於特別商務交易的法律》、《特定電子郵件法》規定,一旦用戶拒絕接收短信,則禁止再次發送,否則將以妨礙電子郵件通信罪論處;新加坡即將實施的個人信息保護法案甚至規定,一旦發現違反法案行為,個人信息保護署有權處以最高100萬新元的處罰,其中,向名單中的號碼每發一條垃圾短信或打一次電話,可能面臨最高1萬新元(約合人民幣5.14萬元)罰款。實名登記 易于追查發送源頭為了防止犯罪分子利用手機發送短信進行詐騙或進行其他違法活動,美國、韓國、日本、新加坡等國家都實行了手機實名制,一旦發現發送垃圾短信等違法行為,就能很快找到發送源頭。美國用戶跟電信運營商簽合同時都要填社會安全號。韓國採取機號一體手機號碼入網登記制。日本2000年就規定新入網的預付費手機用戶要向運營商提供真實的個人信息,移動運營商將手機送到申請書所記載的住所,取得姓名確認後方能獲得,針對已經入網的用戶,呼籲提供其住所、姓名等個人信息。此外,協議規定預付費手機用戶應根據法律配合警察等司法機關提供必要的信息。新加坡從2005年起,在國內各賣場與通訊行普及身份證掃描辨識系統,強制預付卡消費者登記個人基本資料。研發技術 通信行業主動出擊上文提到,垃圾短信對美國運營商造成了大量的成本損耗。因此,在美國無線通信和互聯網協會的組織下,美國無線運營商也展開協作,斥資數十億美元研發新的反垃圾軟件,這甚至捧熱了反垃圾短信軟件市場。在其他國家,也不乏運營商努力引入新技術新設備,讓用戶主動屏蔽垃圾短信的例子。日本運營商曾引入新設備,讓用戶可以自動屏蔽那些一天內發送量超過200次的短信,用戶還能在手機自行設定拒收的號碼;韓國也改進手機功能,在手機上設置短信拒收菜單;英國沃達豐公司發明瞭自動報告的方法,即系統一旦檢測出垃圾短信,手機會自動向電信運營商和監察部門發送免費的報告。這些措施,都使用戶自身的權益保護意識增強,並起到了積極的作用。轉換思路 探索可行商業模式縱觀國外對垃圾短信的法律規定,可以發現一個重要的共性,就是監管者將甄別垃圾短信、處置垃圾短信的主動權交到了用戶手里,如果用戶對垃圾短信一概拒之,就可將手機號報給監管機構備案;如果用戶願意有選擇性地接收自己覺得有用的信息,那麼發送人也必須先徵求用戶同意,否則視為違法。其實,細究這些規定,可以發現,無論是哪個國家,都不是所有用戶都完全拒收垃圾短信。實際上,許多所謂“垃圾短信”就是一種廣告,和電視廣告、報紙廣告、電梯廣告等並沒有實質的不同,只是傳播途徑有所差異。那麼,是否可以轉換思路,將用戶深惡痛絕的“垃圾短信”變成“有用信息”呢?正如有的運營商將公用電話改造成免費電話亭,只不過用戶在撥打電話前必須先收聽一段廣告一樣,對於垃圾短信也可以採取同樣的思路。在一些國家,運營商或者商業短信發送方與手機用戶簽訂協定,用戶接到商業廣告短信後,就能免除一部分通信資費,或者能獲得一定的免費通話時長,在這種商業模式中,用戶成了廣告短信的利益受惠者,自然就不會對其不滿和投訴了。總而言之,垃圾短信治理要靠立法部門、公安部門、工商部門、通信監管部門、運營商乃至用戶的配合。對垃圾短信中的違法信息應予以堅決打擊,但對其中的商業信息可以轉換思路,因勢利導,由一味圍堵變成疏通,或有望實現多贏。迷你倉沙田

In a deep blue T-shirt that kept turning darker with sweat, Gilbert led three other young men on a jog north to the gas station, then back down the narrow trail to the parking lot where they had started. When they finished, Gilbert and the others dropped to the blacktop for a quick round of push-ups.At 5-foot-10 and a muscular 192 pounds -- he has since dropped to 184 -- Gilbert looked every bit the part of the Navy sailor he was training to become. He already peppered his speech with "Yes, sir" and could rattle off the Sailor's Creed as easily as he'd recite the alphabet.But when Gilbert first walked into the recruiter's office last December here in northwest suburban Crystal Lake, he had taken on the form of his occupation at the time: pizza delivery man. A trim football player during his days at Prairie Ridge High School, Gilbert ballooned to more than 250 pounds after graduation, making him much too large to enlist."Everybody knows about the freshman 15," Gilbert said. "I had the freshman 60."Americans' love of cheesy fries and aversion to exercise are both well documented. But while everyone has heard about the effect of high-calorie living on health care costs and kids' waistlines, scholars and former military leaders say the obesity epidemic also poses real -- but too often overlooked -- problems for national security.Gilbert, who this week heads to basic training at North Chicago's Naval Station Great Lakes, dropped more than 60 pounds by replacing the pizza with twice-daily workouts to meet the Navy's body-size requirements.Gilbert's story is exceptional in that he lost so much weight so quickly, but he's hardly alone in showing up to a recruiter's office with dozens of excess pounds. Almost a quarter of applicants to the military are turned away because they're too heavy, statistics show, and about three-quarters of young Americans aren't eligible to serve because of their weight or some other factor.Longtime standardIn 1887, with the Civil War still a relatively recent memory, the military introduced a chart prescribing an acceptable range of weights for various heights. The main goal was to weed out those who were too scrawny or sickly to serve.Today, recruiters face the opposite problem. Thousands of otherwise qualified young men and women are turned away -- or never bother turning up at all -- because they're too chunky."There are a lot more kids that come in just heavier," said Senior Chief Petty Officer Travis Elliott, who oversees six Chicago-area Navy recruiting stations. "It's one of those prevalent things that you see, and we just try to combat it as best as we can."In Gilbert's case, "combating it" meant an encouraging talk with his recruiter, information about potential workout partners and an invitation to check back weekly and use the recruiting station's scale. To enlist, he needed to either fall within an acceptable weight range or body-fat percentage range. The specific metrics differ slightly between the branches of service.By the end of February, Gilbert was still heavier than the 191 pounds allowed for future sailors of his height, but he was eligible to enlist because his percentage of body fat had dropped below the maximum level. He has since met the weight threshold, as well.There's a misconception, military officials say, that any 18-year-old with two legs and a high school diploma can join the service. In fact, recruits must pass a criminal history check, score well on a standardized academic test, not have certain chronic medical issues and meet the body-size requirements.Most young Americans, studies show, fall short of at least one of those standards. For now, enough people want to join the military that each branch is meeting its recruiting goals. But scholars warn that a rapid troop mobilization -- like those seen throughout U.S. history when the country prepares for war -- could result in too few qualified recruits. That's cause for concern, said retired Air Force Lt. Gen. Norman Seip."From a national security standpoint, you can have the best equipment in the world," Seip said, "but if you don't have the people to operate it, you just have a bunch of great static displays."Seip is part of a group of retired military leaders called Mission: Readiness. The organization, which publishes reports lamenting the number of ineligible young people, argues that government intervention to make school lunches healthier would help broaden the field of potential enlistees and make the country safer."By the time a young man or young woman shows up, 17 or 18 years old, if they've been living that unheal文件倉hy lifestyle, they're not going to turn it around in a month," Seip said. "We've got to put our resources against that epidemic."The weight restrictions are about much more than looking good in uniform. Command Sgt. Maj. Louis Barnum, who helps lead Chicago-area Army recruitment, said the rules are an important part of embracing a lifestyle of physical fitness that can save lives in a war zone."Having to shoot, move and communicate under fire, or having to carry our fallen off the battlefield, you've got to be in shape," said Barnum, who served two tours in Iraq. "When you're in life-and-death situations, you don't want someone slowing down."But having too few recruits isn't just an abstract concept: There's recent precedent. Just before the recession, with two Middle East wars raging and a stable private sector, the Army increased enlistment bonuses as it struggled to meet recruitment goals."There (were) a lot of casualties in Iraq and Afghanistan, and people weren't particularly eager to sign up. And the economy hadn't tanked, so people had other options," said John Cawley, a Cornell University researcher who co-authored an article in the journal Health Economics about the implications of rising obesity on recruitment.Enlistment numbers have since stabilized, but Cawley cautions that obesity rates could make speedy mobilizations a plus-sized challenge."You can't say it's currently crippling the U.S. military -- that's not true," Cawley said. "But it's a serious problem, and if we get in a situation that we have to rapidly expand the size of the military, then it's going to be a really seriously binding constraint."Military weight maximums have ticked upward as the American waistline has expanded, but further loosening of standards (and belts) could come at a cost. A 2004 study showed that almost 80 percent of recruits who initially flunked their weight test didn't complete their first term of enlistment. That comes at a significant expense to American taxpayers, who must then pay thousands of dollars to train another recruit.In 1991, the Army introduced a maximum body-fat percentage for people who couldn't meet the height-to-weight standards. Cawley and his co-author write that the adjustment provided an option for very muscular, in-shape young people to join. Those changes, one of several adjustments to the weight standards over the years, are a testament to how much American bodies have changed since the introduction of body-size standards.Recruiters are limited in what they can and will do to help prospective service members struggling with their weight. Barnum said recruiters are cautious not to give medical advice or prescribe a diet. If someone wants to shed fat, it's up to them to consult a medical professional and follow a responsible diet and workout plan."Our job is to find qualified applicants," said one Navy recruiter, Petty Officer 2nd Class Scott Rose. "It isn't so much to make qualified applicants."But that doesn't mean they write off everyone with pounds to lose. Rose was Gilbert's recruiter, and he said it was clear from their first conversation that the young pizza courier had the makings of a sailor."It was very evident that his interest was very sincere," Rose said. "He had nothing holding him back from joining the Navy except his weight. I hate seeing just one thing be a factor like that. Especially, in regards to fitness, it is something that can be corrected over time, healthily."That's the strategy Ethan Mueller, 18, employed as he worked to conform his 6-foot, 230-pound frame to Navy standards. In June, he met the body-fat percentage standards. He said he now weighs 200 pounds, a pound below the maximum for his height.Mueller attributes much of his weight loss to two things: cutting rocky road ice cream out of his diet and performing more manual labor on the Wisconsin dairy farm where he lives. He's scheduled to start basic training in North Chicago in September.Gilbert, who no longer delivers pizza, can empathize with the challenges of losing weight. After graduating from high school, he earned a basic medic certification from the City Colleges of Chicago with an eye on being a paramedic. But he had also replaced regular workouts with late-night meals of ramen noodles, mac and cheese, and assorted junk."I love cheeseburgers just as much as the next guy," he said.When he decided to enlist, he cut out the fattening meals and began working out. The pounds started dropping at a remarkable clip."I knew that I definitely needed to be in shape," Gilbert said. "I knew I was slacking a lot after high school and that really took a toll."I was just really motivated to kind of see where this would take me. So far, it's been a great ride."And that ride is just beginning. Petras wrapped today with about an hour from the defense's only two witnesses, Lepsch's wife and mother.Neither explained what his attorney told jurors in his opening statement -- that Lepsch is "a thief and not a killer" who somehow ended up with 27 cameras, lenses and other merchandise worth about $17,000 stolen from the now shuttered store.Investigators found most of the items during an Oct. 10 raid at Lepsch's house in Dakota, Minn., and his van and searched his computer to find that he sold every other item online, according to testimony in La Crosse County Circuit Court.Angie Lepsch told jurors that her husband "bought and sold things on the Internet" to help support the family of five trying to survive on a preschool teacher's salary.A back injury sidelined him儲存for many jobs, so he absorbed most of the household work, Angie Lepsch said.
