The US remained a solid market and showed potential for stronger growth in the second half of the fiscal year. The demand from the US retail market remains focused on the mid-range of polished diamonds, where prices remained stable throughout the quarter. Japan has also seen significant growth in jewelry demand as economic stimulus bolstered retail activity. However, restricted demand for higher end polished diamonds, especially from China, has led to discounting in these ranges. Nonetheless, levels of retail diamond stock in China are low and the diamond market anticipates an improvement in the third fiscal quarter as the market fundamentals return to more normal levels. In addition, the market remains cautious due to continued concerns around macroeconomic uncertainty combined with worsening economic conditions in India related to the weakening of the rupee and tightened liquidity.The rough diamond market has mirrored the polished diamond market with activity centered on lower price ranges while the market for higher end diamonds remains flat. As such, the Company is continually subject to foreign exchange fluctuations, particularly as the Canadian dollar moves against the US dollar. During the second quarter, the Canadian dollar weakened against the US dollar. The recorded tax provision during the quarter also included a net income tax expense of $1.2 million relating to foreign exchange differences between income in the currency of the country of origin and US dollars. The recorded tax provision during the six months ended July 31, 2013 did not include any net income tax expense or recovery relating to foreign exchange differences between income in the currency of the country of origin and the US dollar. This compares to a tax recovery of $2.0 million recognized in the comparable period of the prior year.Due to the number of factors that can potentially impact the effective tax rate and the sensitivity of the tax provision to these factors, as discussed above, it is expected that the Company's effective tax rate will fluctuate in future periods.CONSOLIDATED SELLING, GENERAL AND ADMINISTRATIVE EXPENSESThe Company incurred SG&A expenses of $31.9 million during the six months ended July 31, 2013, compared to $12.5 million in the comparable period of the prior year. The 62% increase in volume of carats sold versus the comparable quarter of the prior year resulted primarily from the decision in that prior quarter to hold some inventory from all price ranges until stability returned to the rough diamond market. The 9% decrease in the Company's achieved average rough diamond prices as compared to the second quarter of the prior year resulted primarily from the sale during the second quarter of the prior year of higher priced Diavik Diamond Mine goods that had originally been held back by the Company in the first quarter of fiscal 2013 due to a then observed imbalance in the rough and polished diamond prices for these goods. As a result, the Company's consolidated results no longer include the operations of the luxury brand segment and the results of the luxury brand segment are now treated as discontinued operations for reporting purposes. Current and prior period results have been restated to reflect this change.Liquidity and Capital ResourcesWorking CapitalAs at July 31, 2013, the Company had unrestricted cash and cash equivalents of $224.2 million and restricted cash of $123.4 million compared to $104.3 million and $nil at January 31, 2013. The restricted cash is used to support letters of credit to the Government of Canada of CDN $127 million in support of the reclamation obligations for the Ekati Diamond Mine. During the quarter ended July 31, 2013, the Company reported cash from operations of $105.1 million compared to $8.6 million in the comparable period of the prior year.Working capital increased to $490.0 million at July 31, 2013 from $361.5 million at January 31, 2013. During the quarter, the Company decreased accounts receivable from continuing operations by $0.6 million, decreased other current assets from continuing operations by $0.6 million, decreased inventory and supplies from continuing operations by $101.7 million, decreased trade and other payables from continuing operations by $16.2 million and decreased employee benefit plans from continuing operations by $0.2 million.The Company's liquidity requirements fluctuate from quarter to quarter depending on, among other factors, the seasonality of production at the Company's mineral properties, seasonality of mine operating expenses, capital expenditure programs, the number of rough diamond sales events conducted during the quarter, and the volume, size and quality distribution of rough diamonds delivered from the Company's mineral properties and sold by the Company in each quarter.The Company assesses liquidity and capital resources on a consolidated basis. The Company's requirements are for cash operating expenses, working capital, contractual debt requirements and capital expenditures. The Company believes that it will generate sufficient liquidity to meet its anticipated requirements for the next twelve months.Financing ActivitiesOn May 31, 2013, the Company repaid its senior secured revolving credit facility with Standard Chartered Bank and cancelled this facility.In connection with the Ekati Diamond Mine Acquisition on April 10, 2013, the Company arranged new secured credit facilities with The Royal Bank of Canada and Standard Chartered Bank consisting of a $400 million term loan, a $100 million revolving credit facility and a $140 million letter of credit facility (expandable to $265 million in aggregate). The Company ultimately determined to fund the Ekati Diamond Mine Acquisition by way of cash on hand and did not draw on these new facilities. These credit facilities were cancelled during the second quarter.As at July 31, 2013, $nil was outstanding under the Company's revolving financing facility relating to its Belgian subsidiary, Dominion Diamond International NV, and its Indian subsidiary, Dominion Diamond (India) Private Limited, compared to $nil and $1.1 million, respectively, at January 31, 2013.Investing ActivitiesDuring the second quarter, the Company purchased property, plant and equipment of $33.8 million for its continuing operations, of which $5.6 million was purchased for the Diavik Diamond Mine and $28.2 million for the Ekati Diamond Mine.Contractual ObligationsThe Company has contractual payment obligations with respect to interest-bearing loans and borrowings and, through its participation in the Diavik Joint Venture and the Ekati Diamond Mine, future site restoration costs at both the Ekati and Diavik Diamond Mine level. Additionally, at the Diavik Joint Venture level, contractual obligations exist with respect to operating purchase obligations, as administered by DDMI, the operator of the mine. In addition to the other information contained in this MD&A and the Company's other publicly filed disclosure documents, readers should give careful consideration to the following risks, each of which could have a material adverse effect on the Company's business prospects or financial condition.Nature of MiningThe Company's mining operations are subject to risks inherent in the mining industry, including variations in grade and other geological differences, unexpected problems associated with required water retention dikes, water quality, surface and underground conditions, processing problems, equipment performance, accidents, labour disputes, risks relating to the physical security of the diamonds, force majeure risks and natural disasters. Particularly with underground mining operations, inherent risks include variations in rock structure and strength as it impacts on mining method selection and performance, de-watering and water handling requirements, achieving the required crushed rock-fill strengths, and unexpected local ground conditions. Hazards, such as unusual or unexpected rock formations, rock bursts, pressures, collapses, flooding or other conditions, may be encountered during mining. Such risks could result in personal injury or fatality; damage to or destruction of mining properties, processing facilities or equipment; environmental damage; delays, suspensions or permanent reductions in mining production; monetary losses; and possible legal liability.The Company's mineral properties, because of their remote northern location and access only by winter road or by air, are subject to special climate and transportation risks. Such factors can add to the cost of mine development, production and operation and/or impair production and mining activities, thereby affecting the Company's profitability.Nature of Interest in Diavik Diamond MineDDDLP holds an undivided 40% interest in the assets, liabilities and expenses of the Diavik Diamond Mine and the Diavik group of mineral claims. The Diavik Diamond Mine and the exploration and development of the Diavik group of mineral claims is a joint arrangement between DDMI (60%) and DDDLP (40%), and is subject to the risks normally associated with the conduct of joint ventures and similar joint arrangements. These risks include the inability to exert influence over strategic decisions made in respect of the Diavik Diamond Mine and the Diavik group of mineral claims, including the inability to control the timing and scope of capital expenditures, and risks that DDMI may change the mine plan. By virtue of DDMI's 60% interest in the Diavik Diamond Mine, it has a controlling vote in virtually all Diavik Joint Venture management decisions respecting the development and operation of the Diavik Diamond Mine and the development of the Diavik group of mineral claims. A failure to meet capital expenditure requirements imposed by DDMI could result in DDDLP's interest in the Diavik Diamond Mine and the Diavik group of mineral claims being diluted.Diamond Prices and Demand for DiamondsThe profitability of the Company is dependent upon the Company's mineral properties and the worldwide demand for and price of diamonds. Diamond prices fluctuate and are affected by numerous factors beyond the control of the Company, including worldwide economic trends, worldwide levels of diamond discovery and production, and the level of demand for, and discretionary spending on, luxury goods such as diamonds. Low or negative growth in the worldwide economy, renewed or additional credit market disruptions, natural disasters or the occurrence of terrorist attacks or similar activities creating disruptions in economic growth could result in decreased demand for luxury goods such as diamonds, thereby negatively affecting the price of diamonds. In each case, such developments could have a material adverse effect on the Company's results of operations.Cash Flow and LiquidityThe Company's liquidity requirements fluctuate from quarter to quarter and year to year depending on, among other factors, the seasonality of production at the Company's mineral properties, the seasonality of mine operating expenses, exploration expenses, capital expenditure programs, the number of rough diamond sales events conducted during the quarter, and the volume, size and quality distribution of rough diamonds delivered from the Company's mineral properties and sold by the Company in each quarter. The credit facilities essential to the diamond polishing industry are largely underwritten by European banks that are currently under stress. The Company monitors economic developments in the markets in which it operates and uses this information in its continuous strategic and operational planning in an effort to adjust its business in response to changing economic conditions.Currency RiskCurrency fluctuations may affect the Company's financial performance. Diamonds are sold throughout the world based principally on the US dollar price, and although the Company reports its financial results in US dollars, a majority of the costs and expenses of the Company's mineral properties are incurred in Canadian dollars. Further, the Company has a significant deferred income tax liability that has been incurred and will be payable in Canadian dollars. The Company's currency exposure relates to expenses and obligations incurred by it in Canadian dollars. The appreciation of the Canadian dollar against the US dollar, therefore, will increase the expenses of the Company's mineral properties and the amount of the Company's Canadian dollar liabilities relative to the revenue the Company will receive from diamond sales. From time to time, the Company may use a limited number of derivative financial instruments to manage its foreign currency exposure.Licences and PermitsThe Company's mining operations require licenses and permits from the Canadian and Northwest Territories governments, and the process for obtaining and renewing of such licenses and permits often takes an extended period of time and is subject to numerous delays and uncertainties. New laws and regulations, amendments to existing laws and regulations, or more stringent implementation or changes in enforcement policies under existing laws and regulations could have a material adverse effect on the Company by increasing costs and/or causing a reduction in levels of production from the Company's mineral properties.Mining is subject to potential risks and liabilities associated with pollution of the environment and the disposal of waste products occurring as a result of mining operations. To the extent that the Company's operations are subject to uninsured environmental liabilities, the payment of such liabilities could have a material adverse effect on the Company.The environmental agreements relating to the Diavik Diamond Mine and the Ekati Diamond Mine require that security be provided to cover estimated reclamation and remediation costs. The operator of the Diavik Joint Venture has fulfilled such obligations for the security deposits by posting letters of credit, of which DDDLP's share as at July 31, 2013 was $63 million based on its 40% ownership interest in the Diavik Diamond Mine. There can be no assurance that the operator will continue its practice of posting letters of credit in fulfillment of this obligation, in which event DDDLP would be required to post its proportionate share of such security directly, which would result in additional constraints on liquidity. The Company has as at July 31, 2013 posted letters of credit of CDN $127 million with the Government of Canada supported by restricted cash in support of the reclamation obligations for the Ekati Diamond Mine. As reclamation and remediation cost estimates are updated and revised, the Company expects that it will be required to post additional security for those obligations, which could result in additional constraints on liquidity.Climate ChangeThe Canadian government has established a number of policy measures in response to concerns relating to climate change. While the impact of these measures cannot be quantified at this time, the likely effect will be to increase costs for fossil fuels, electricity and transportation; restrict industrial emission levels; impose added costs for emissions in excess of permitted levels; and increase costs for monitoring and reporting. Compliance with these initiatives could have a material adverse effect on the Company's results of operations.Resource and Reserve EstimatesThe Company's figures for mineral resources and ore reserves are estimates, and no assurance can be given that the anticipated carats will be recovered. The estimation of reserves is a subjective process. Forecasts are based on engineering data, projected future rates of production and the timing of future expenditures, all of which are subject to numerous uncertainties and various interpretations. The Company expects that its estimates of reserves will change to reflect updated information as well as to reflect depletion due to production. Reserve estimates may be revised upward or downward based on the results of current and future drilling, testing or production levels, and on changes in mine design. In addition, market fluctuations in the price of diamonds or increases in the costs to recover diamonds from the Company's mineral properties may render the mining of ore reserves uneconomical.Mineral resources that are not mineral reserves do not have demonstrated economic viability. Due to the uncertainty that may attach to inferred mineral resources, there is no assurance that mineral resources will be upgraded to proven and probable ore reserves.InsuranceThe Company's business is subject to a number of risks and hazards, including adverse environmental conditions, industrial accidents, labour disputes, unusual or unexpected geological conditions, risks relating to the physical security of diamonds held as inventory or in transit, changes in the regulatory environment, and natural phenomena such as inclement weather conditions. These costs will increase if transportation by air freight is required due to a shortened "winter road season" or unexpected high fuel usage.The cost of the fuel purchased is based on the then prevailing price and expensed into operating costs on a usage basis. The Company's mineral properties currently have no hedges for their future anticipated fuel consumption.Reliance on Skilled EmployeesProduction at the Company's mineral properties is dependent upon the efforts of certain skilled employees. IFRIC 20 did not have a material impact on the Company's unaudited interim condensed consolidated financial statements upon its adoption on February 1, 2013.(v) IAS 19 - EMPLOYEE BENEFITSAmendments to IAS 19, "Employee Benefits" ("IAS 19") eliminates the option to defer the recognition of actuarial gains and losses through the "corridor" approach, revises the presentation of changes in assets and liabilities arising from defined benefit plans and enhances the disclosures for defined benefit plans. IAS 19 is effective for the Company's fiscal year end beginning February 1, 2013, with early adoption permitted. The address of its registered office is Toronto, Ontario.The Company has ownership interests in the Diavik and the Ekati group of mineral claims. The Diavik Joint Venture (the "Diavik Joint Venture") is an unincorporated joint arrangement between Diavik Diamond Mines Inc. ("DDMI") (60%) and Dominion Diamond Diavik Limited Partnership ("DDDLP") (40%) where DDDLP holds an undivided 40% ownership interest in the assets, liabilities and expenses of the Diavik Diamond Mine. DDMI is the operator of the Diavik Diamond Mine. DDMI is a wholly owned subsidiary of Rio Tinto plc of London, England, and DDDLP is a wholly owned subsidiary of Dominion Diamond Corporation. The Company records its interest in the assets, liabilities and expenses of the Diavik Joint Venture in its unaudited interim condensed consolidated financial statements with a one-month lag. The accounting policies described below include those of the Diavik Joint Venture.On April 10, 2013, the Company completed the $553.1 million acquisition from BHP Billiton Canada Inc. and its various affiliates of all of BHP Billiton's diamond assets, including its controlling interest in the Ekati Diamond Mine as well as the associated diamond sorting and sales facilities in Yellowknife, Canada, and Antwerp, Belgium (the "Ekati Diamond Mine Acquisition"). The Ekati Diamond Mine consists of the Core Zone, which includes the current operating mine and other permitted kimberlite pipes, as well as the Buffer Zone, an adjacent area hosting kimberlite pipes having both development and exploration potential. As a result of the completion of the Ekati Diamond Mine Acquisition on April 10, 2013, the Company acquired an 80% interest in the Core Zone and a 58.8% interest in the Buffer Zone. These are summarized as follows:(a) Accounting Standards Applied on Ekati Diamond Mine Acquisition(i) STRIPPING COSTSMining costs associated with stripping activities in an open pit mine are expensed unless the stripping activity can be shown to represent a betterment to the mineral property, in which case the stripping costs would be capitalized and included in mining assets. Capitalized stripping costs are charged against earnings on a unit-of-production basis over the life of the mineral reserves.(ii) EMPLOYEE BENEFIT PLANSThe Company operates defined benefit pension plans, which require contributions to be made to separately administered funds. The cost of providing benefits under the defined benefit plans is determined separately using the projected unit credit valuation method by qualified actuaries. Actuarial gains and losses are recognized immediately in other comprehensive income.The defined benefit asset or liability comprises the present value of the defined benefit obligation, less the fair value of plan assets out of which the obligations are to be settled directly. Further funding will be required in future years; however, specific amounts have not yet been determined. These agreements also state that the mines must provide security for the performance of their reclamation and abandonment obligations under all environmental laws and regulations. DDDLP's share of the letters of credit outstanding posted by the operator of the Diavik Joint Venture with respect to the environmental agreements as at July 31, 2013, was $63 million. The agreement specifically provides that these funding requirements will be reduced by amounts incurred by the Diavik Joint Venture on reclamation and abandonment activities. A recent TV news report featuring an interview with a needy household caused heated debates among members of the public over how poverty relief should be conducted. The woman interviewed by the TV news crew complained she is so financially strapped she cannot afford beef for her son. Stories like this usually won sympathy for the interviewed in the past, but this time it got her in hot water instead. Some observant viewers noticed a few expensive toys in her home and she wore makeup as well as permed hair, which costs a lot these days. Many Web users joined the debate over this particular interview and are passionately divided. Some accused her of pretending to be poor to gain sympathy while others insisted poor people have the right to look good and own a few valuables. Still others expressed disgust toward the TV news channel for sensationalizing the topic. Whether the woman and her family are really poor and deserve our sympathy aside, the most important part of the story is that it r迷你倉價錢ises a question: “What kind of help should we provide for the needy?” It is true that we have seen quite a few similarly sensationalized stories in recent years. We were told that poor people cannot afford to travel outside Hong Kong, dine in restaurants or even buy hamburgers complete with fries; and children of some needy families cannot afford to join study tours or have musical instruments to play as an extracurricular activity. That’s really sad! So, some concern groups have organized rallies to demand help for the needy from society as well as the government, with varying degrees of success. However, the question remains whether tokens of sympathy in the form of paid tours and meals can help the needy shake-off poverty. And the answer is a sad “No.” What good does one get from eating burgers and fries anyway? Attorney General Roy Cooper announced Tuesday consumers who bought overvalued lots at Cannonsgate at Bogue Sound in Carteret County or Summerhouse at Everett Bay in Onslow County as part of the scheme may be eligible to receive a refund on some of their investment.Defendants in the alleged real estate scheme will pay $2.28 million in restitution under a consent judgment approved Friday by Wake County Superior Court Judge Howard Manning.The Attorney General's office, the plaintiff in the case, has alleged misleading practices by the developers and marketers behind the two real estate developments."While many real estate opportunities are legitimate and live up to their promises, some take advantage of buyers," Cooper said via a news release on the settlement. "Beware of sales pitches that lead you to believe you're getting a special deal and will be able to make a quick profit."In the case of Cannonsgate and Summerhouse, the Attorney General's office alleges some sales agents marketed lots as good investments and gave the consumer the impression that they could re-sell the lots quickly for a profit.The case dates back to 2005 and 2006 before the collapse of the real estate market.Sales agents also sometimes unfairly led buyers to believe that it was urgent that they buy immediately or the lots would be unavailable. There were also lots advertised at "developer pricing," giving the impression of a discount, the news release said.It is also alleged that agents were involved in "flip" transactions where other sales agents simultaneously bought lots and re-sold them for a substantial profit, using funds to pay for the initial purchase.The defendants in the case include Randolph "Randy" M. Allen, William Garith "Gary" Allen, R.A. North Development Inc., R.A. North Development I, L.L.C, Southeastern Waterfront Marketing, Inc., R. Douglas Therrell, Kenneth Bednar, and Michael Woolard.R.A. North of Charlotte was the developer for Cannonsgate and R.A. North I was the developer for Summerhouse. Randy Allen managed and controlled the operations of both R.A. North and R.A. North I. Southeastern, managed by Gary Allen of Florida, marketed and sold lots in both locations. Kenneth Bednar of Nevada and Michael Woolard of North Carolina participated in sales operations at Cannonsgate and Summerhouse.Bednar purchased a lot in Cannonsgate, as did R. Douglas Therrell of North Carolina.According to the consent judgment, the defendants deny the state's allegations but "desire to resolve this controve迷你倉sy without further proceedings and agree to the entry of the consent judgment."They also deny any violations of law or wrongdoing in connection with the development, marketing and sale of residential lots in Cannonsgate and Summerhouse.Noelle Talley, spokeswoman for the Department of Justice, said they don't yet know how many consumers may end up receiving refunds.She said the Consumer Protection Division plans to send out approximately 1,100 potentially eligible consumers who purchased property in the two developments to encourage them to file a claim. The letters will outline the eligibility criteria.To be eligible for a refund, a consumer must:Have purchased a lot in Cannonsgate or Summerhouse from or through one of the defendants or their agents;Be the current owner of that lot or have been the owner at the time of foreclosure, deed in lieu of foreclosure, or some other distressed sale;Not be an owner, shareholder, member, manager, employee, agent for or a relative of any of the defendants;Not have received a discount on the purchase price of the lot. "Discount" is defined as any amount that was deducted from the purchase price on the HUD-1 Closing Statement.   日前,mini storage政治局發聲力挺上海自貿區建設,要求國務院加強領導,上海市精心組織實施,有關部門大力支持。  一時間自貿區概念在3月份由李克強總理首次提出後,再次成為了市場的熱點,上海也再次成為了世人關注的焦點。而與之相反,香港則由於即將增加一個實力強勁的競爭對手,似乎一夜之間就成為了自貿區最大的受害者。  市場的擔憂不無道理,所謂自由貿易區,指的是國家或地區之間通過簽署協定,對於原產於成員方的貨物給予免除關稅和數量限制,並改善市場准入條件、實施智慧財產權保護合作的待遇,其意義是實現貿易和投資的自由化,推動區域或全球經濟一體化。而上海自貿區的建立無疑將為香港帶來不小的壓力。  金融、零售和服務業是香港的核心增長動力,而其之所以能夠成為香港的核心產業,就是因為香港貿易和投資的自由化為第三產業的發展提供了良好的環境和基礎。而此次上海自貿區的推進,首先是在貿易方面對香港構成了衝擊。自由貿易區將准許外國商品豁免關稅自由進出,這意味�無論是企業還是遊客,無論是貿易還是購物,上海都具有了和香港競爭的能力,即便是在歷史的積累和管理的經驗上有一定的差距,但分流香港的資源都將是一個必然的結果。港資金優勢被攤薄  除了貿易方面,自貿區的建立在金融市場方面也會對香港構成一定的衝擊。自由貿易區商品的自由流動背後隱含的更深一層意義,是潛在的貨幣自由兌換的可能性。而如果在上海自貿區內實現了一定規模貨幣的自由兌換,那麼對於過往將香港作為跳板進入中國的國際資金來說,又增添了一個更加直接的新管道。雖然香港的金融市場擁有更加悠久的歷史和更加成熟的體系,但畢竟上海和中國大陸的聯繫更加緊密,香港的資金優勢也將會被上海自貿區攤薄。  延續上述理論,開設自貿區後,上海將同時具備離岸金融貿易業務、人民幣自由兌換、免稅購物、外企投資國民待遇、國內投資優惠政策等優勢,再加上迪士尼樂園和中國的「舉國體制」,在完全複製香港模式後,上海無疑將成為香港最大的競爭對手。但以上只是理想化的情況,從另一方面來看,上海的自由貿易區也面臨�很多問題,這將令香港的優勢繼續維持較長的一段時間,這體現在幾個方面。self storage 第一是市場的成熟度和抗衝擊的能力。上海自貿區在金融方面更多的是試點推動人民幣國際化和人民幣完全可兌換,但既然有試點兩個字就意味�規模將會受到管控。上海在人民幣沒有完全可兌換的情況下並不具備與香港大規模競爭的環境和條件。目前中國在通過香港市場和港幣這個緩衝區試水全球貨幣市場,有了港幣的緩衝就不至於令人民幣直接面臨外幣衝擊。但若自由兌換在上海全面開放,則人民幣能否經受得住海外資本的衝擊,需要打上一個問號。缺乏獨立完善的金融體系和有效的風險緩衝手段是上海與香港直接競爭中的劣勢之一。  第二是免稅購物的規模問題。其實免稅購物在中國的推行,上海自貿區並非首例,如果看看海南三亞的情況就不難發現中國在自貿區全面推進免稅購物的尷尬境地。如果免稅購物的開放規模太大,那麼必然會對內陸城市的高端零售和自主品牌帶來衝擊,這對正在大力促進內需消費和經濟結構轉型的中國來說,明顯是得不償失。而如果選擇控制價格,那麼貨比三家之後,零關稅的香港明顯更具吸引力,最終又將成為消費者的最佳選擇,自貿區的競爭力將會因此大幅下降。在這道選擇題中,三亞最終採取了限量購物的政策,但卻引發了排隊搶購無貨可售的尷尬一幕,上海自貿區似乎也沒有更好的選擇,控制免稅購物規模仍將是可能性較高的結果,因此香港在免稅購物的競爭中仍會保留一定的優勢。  這次上海自貿區的建立最大的意義在於為政策的「減法」試水,這是中國未來執政方向的一個重要轉變。一直以來,中國在政策方向上都是在做加法,是在空白中創造出市場環境,而對於未來,可能更多要做減法,退去加諸市場之上諸多束縛。地方政府轉變成服務者  以此次上海自貿區為例,在自貿區建設上,重塑地方政府職責就是一個重要的改革方向,地方政府將從一個的強勢的管理者轉變為一個全面的服務者,這是一次全新且頗具意義的嘗試。而對於香港來說,上海自貿區的建立也可以成為刺激香港繼續發展的主要動力。香港想要繼續保持國際金融、貿易中心的地位,也必須重新思考自己的定位,開始�眼於未來幾十年間經濟的改革。因此套用那句很俗氣但卻很合用的話,上海自貿區的建立對於香港,是一次挑戰,也是一次機遇。迷你倉

  中新網保定9月5日電(記者 呂子豪)河北省保定市易縣公安局5日向中新網透露,文件倉經調查取證,該局將“群毆遊客”涉嫌尋釁滋事的易縣龍門湖水上游樂園5名工作人員刑事拘留。目前,該案件調查工作正在進行中。  據警方介紹,2013年9月1日15時許,遊客賈某等人到易縣龍門湖水上游樂園遊玩,賈某與浴場工作人員發生口角,繼而發生打鬥。易縣公安局西山北派出所民警接警後,及時趕赴現場進行處置。龍門湖水上存倉樂園工作人員鞏某某等10余人趕到現場後,再次與賈某等發生爭吵,鞏某某等人對賈某等圍堵毆打。出警民警進行制止,並使用攝像機取證,但鞏某某等人不聽勸阻。案發後,易縣公安局高度重視,迅速成立專案組,連夜開展調查取證和抓捕工作。  易縣警方透露,目前,龍門湖水上游樂園工作人員鞏某某、肖某某等5人因涉嫌尋釁滋事已被刑事拘留。警方表示,將對破壞當地發展環境的一切違法犯罪行為堅決予以打擊,絕不姑息。(完)迷你倉

旅遊巴士上的小板凳呂震邦那天坐車遊覽吉隆坡,自存倉到了景點,旅遊車一停,司機先下車,在緊靠車門口的地面上,放上了一張小板凳,遊客魚貫而下,由這小板凳再踩到地面。跨步距離近了,省勁、安全、方便了。當我從旅遊車跨下,踩在這結結實實的小板凳上再下地,心裡不由竊喜:馬來西亞的旅遊部門,為遊客想得多周到啊!眼下不論公交車還是旅遊車,乘客上車的門檻都比較高,得拉住車上把手才能上去。年老體弱的,上車就有點困難了,碰到好心人,能從後面給推上一把,老人會感激在心。可下車時,往往就沒那麼方便了:距離再高,也得一步跨下去。年輕人還好,老年人就艱難了,“人老先老腿”,跨下去往往會跌跌撞撞、踉踉蹌蹌、東倒西歪的,站不穩是當然的迷你倉新蒲崗了。這樣的情況在我們國內是司空見慣、到處都是的。沒有這樣的小板凳的,下車如有導遊扶一把,那已是不錯的了。有人曾經呼籲過車門檻過高的問題,盡管合情合理,但實在也是沒有辦法解決。因為這裡牽連到道路的建設是否平坦、有否高低、汽車拐彎、上台階、下土墩是否有危險等諸多安全問題,牽涉到方方面面。長久以來,車輛門檻高、乘客上下車不方便的問題,都無法解決。那麼,我們就退而求其次,是否可以想一些土辦法呢?吉隆坡的旅遊車上的小板凳是一個老土的方法,可就是這土辦法,能立馬解決問題。儘量給遊客提供方便,這是旅遊部門的立足點問題、態度問題,也是當今我們的黨所提倡的群�觀點的問題,是不可小覷的。這就是我游吉隆坡得到的一個�示。迷你倉出租

暑假帶動,存倉八月賭收破三百億,成為月賭收第二高位。暑假屬家庭客市場,造就中場收入較理想。今年以來,中場收入明顯跑贏貴賓廳,除了客流增加,亦與博企調整策略有關;貴賓廳低端客流向中場成為高端客,對中場賭收貢獻頗大。故此前博企預料,全年貴賓廳市場僅單位數增長;中場將有雙位數升幅,反映博企早有部署催穀中場高端客。 賭權開放至今逾十年,�多項目相繼落成,新項目工程亦如火如荼。交通方面,路�城增加新碼頭,周邊地區亦開通城際輕軌,方便更多不同省市旅客更便捷抵澳。然而,�多基建、新元素投入後,旅客留澳依然不足兩天,與旅客逗留在港近四天相比,本澳增長幅度並不顯著,問題值得深思。 年前有經濟學者分析,雖然本澳每年入境旅客近三千萬人次,但當中很大部分屬於多次往返。以旅客年均來澳逾六次計,真正旅客人數僅七百萬,數字與實際相差甚遠。本澳要發展成為旅遊休閒中心,相信要先突破延長留澳消費及妥善分流客源兩大問題。 旅遊業與遊客之間從來都是供求關係。要吸納高端客戶,除了靠博彩,亦要靠非博彩元素。包括要讓他們知道手信街迷你倉葡國菜以外的更多選擇。高端客可能不喜歡擠迫、少去大�化消費場所,業界可為他們提供哪些特別旅遊安排?為何本澳旅行團祇提供廉價旅遊?博企、旅遊業者應更前瞻地開拓新市場,發掘更多新元素。 其次就是培育更多高端客。現時旅客消費力大為提高,願意消費、捨得消費,部分未必懂得消費,或本地無足夠的消費項目。東南亞等地不時推出醫療旅遊、養生旅遊等產品吸引港澳自助遊,包括安排水療、進食有機蔬菜果汁餐、瑜伽運動等,都是酒店創造的增值元素。至於醫療旅遊,台灣、韓國、泰國都很流行,旅客度假兼檢查身體。 亞洲地區數小時航程的旅遊地,都是澳門競爭對手。酒店、購物、休閒等元素都可以吸引旅客,不少港澳遊客更視鄰地為“故鄉”,不時飛往當地度小周末。反觀本澳,�多酒店林立,且擁有深厚的文化底蘊,新舊、中西元素交融,更是東方拉城,旅遊價值理應加分,但連本地居民都未認識自身城市的價值、獨特之處,何以吸引高端客?隨著港珠澳大橋落成、內地城際網絡更廣闊,本澳旅遊商機更廣泛,如何把握未來機遇,關鍵在於有否為小城創造新的價值。 春 耕 自存倉

記者陳宜萍通訊員鐘紅濤趙基才湖北省紅安縣位於鄂豫交界的大別山南麓,迷你倉由於紅安地處丘陵、山岡,耕作條件差,加之資源匱乏,至今仍有20多萬農戶需要國家扶持,屬國定貧困縣。作為農村金融主力軍的紅安農信社,情系紅土地,始終堅持“立足社區,面向‘三農’,面向中小企業,面向縣域經濟”的市場定位,積極支持老區經濟建設,取得了較好成效。今年1至7月,全縣農信社累放貸款15.2億元,淨投5.6億元,新增農貸占新增貸款比例為86%。自2005至2012年,紅安農信社連續8年被紅安縣委、縣政府授予“支持縣域經濟發展優勝單位”榮譽稱號。小額農貸助農富“喂,王經理你好!我是高樓村2組的劉�旺。馬上要插秧了,我想買點化肥,錢不夠,不知能幫我貸點款不?保證11月份還。”今年4月23日,紅安縣上新集鎮高樓村46歲的農民劉�旺按照村部牆上掛著的信用社支農聯繫牌上的號碼,試著撥通了信用社包村信貸員王寧勇的手機。約摸20分鐘左右,上新集信用社信貸員王寧勇帶著和他一起包村的另一名信貸員杜多榮,騎著摩托車來到他家,在隨身帶來的一本厚厚的農戶信用等級評定資料中,找到了年初劉�旺家的信用評定檔案,經過瞭解和仔細的算賬,現場為他家辦理了6000元的小額農戶貸款。隨後,劉�旺到村部轉賬買回了他需要的化肥和其它農用物資。“沒想到信用社貸款這麼方便,這在過去根本不可能呢!”劉�旺喜滋滋地說道。去年10月份以來,紅安縣遭遇冬春連旱,降水量為50年來最少年份,為全面掌握和瞭解全縣農戶受災情況,信用社以鄉鎮為單位成立了33個旱情調查小組,深入鄉間地頭、水庫塘堰瞭解受災情況,測算抗旱保春播資金需求。至今年3月末,各信用社員工積極開展下鄉送貸上門,共發放311個村、6411戶農戶抗旱貸款7000余筆、金額9408萬元,滿足了農戶資金需要。如今,全縣130多個信貸員常年奔波在396個行政村,為農民傳“金”送寶。10 3051份農戶經濟檔案、78714戶信用戶、每年2.2億元的小額支農貸款,是農信社奉獻給廣大農民的金融大禮。近兩年來,全社累計投放小額農貸5.7億元。在農信社持續的信貸資金支持下,全縣水稻種植業得到了飛速發展,水稻種植面積逐年增加,產量逐年提高,農民的腰包也逐漸鼓了起來,農信社的小額農貸成了農民的致富“法寶”。電子銀行“村村通”6月22日,該縣永佳河鎮張店村四組村民張德志來到村中心龔元良經營的“民福百貨超市”,選購了一大包日常生活用品,隨後拿出湖北省聯社發行的福卡在PO S機上輕輕一刷,352元立即轉入到超市戶主龔元良的卡上,整個交易過程不到兩分鐘。“我們張店村比較偏僻,過去用錢要坐車來回花40多分鐘、8塊錢的車費到永河鎮上的信用社去取,現在村里的超市裝上了轉賬電話後,銀行就像在家門口一樣,方便多了。”張德志高興地說。這是紅安農信社開展電子銀行“村村通”工程帶來的明顯變化。近年來,為切實解決農村支付環境建設滯後,農民金融服務不便問題,紅安農信社以填補農村自存倉融服務空白為目標,打造以轉賬電話為重點,以ATM機等自助設備為補充,以網上銀行、手機銀行等產品為延伸的農村電子金融網絡平台,推進農村金融服務全覆蓋。截至7月末,全縣農信社已建立農村金融服務便民點562個,行政村覆蓋率達100% 。如今,紅安農民及從事農產品收購的商販們再也不用相存取現難發愁了,他們手持信合福卡,足不出村即可刷卡消費、查詢、轉賬、小額取現、領取養老金和涉農補貼,既省去了現金交易的繁瑣,又提高了收付款環節的安全性。紅色信貸“紅”旅遊紅安是革命老區,具有豐富的紅色旅遊資源。近年來,紅安縣委、縣政府把紅色旅遊產業作為地方支柱產業來培育。紅安農信社及時捕捉機遇,通過實施“紅色信貸”工程,支持旅遊資源大縣向旅遊強縣跨越。去年10月,紅安紅平旅遊發展有限公司投資800余萬元規劃與開發對天河探險漂流項目。2013年1月,通過辦理收費權質押貸款,累計獲得農信社500萬元貸款支持,公司半年接待旅遊人數7.5萬,實現旅遊收入1200萬元。該縣農信社通過採取“合作社+農戶”方式,支持紅安大布產業和鞋底產業。農信社推出農村專業組織成員聯保貸款,組織成員繳納一定數額的聯保責任保證金,存入農信社。信用社按照聯保保證金3至5倍的比例分戶授信,聯保小組成員在授信範圍內隨用隨貸,貸款的責任由聯保成員相互共同承擔。今年以來,全縣8個傳統手工藝專業合作社交納保證金278萬元,農信社向其會員授信800多萬元,獲貸款459萬元。通過信貸支持,紅安大布、紅安繡花鞋墊成為遊客的新寵、紅安的名片,更是農民致富新途徑。2012年3月至今,全縣農信社累計發放新農村住房建設貸款1830筆,金額2160 萬元,支持具有民風、民俗、民情效應的旅遊特色村鎮建設,支持農戶開展綠化、美化、淨化,使紅安廣大農村成為紅色旅遊鄉村。今年1至7月,來紅安縣旅遊人數達32.8萬人,比去年同期增長32.6%。創業貸款引“鳳凰”“有了農信社的貸款支持,我經營的螢石加工生意才能這樣紅火,預計今年純收入可超過20萬元,感謝你們!”該縣華河鎮新廟村返鄉創業農民工吳大鵬高興地對華河農信社主任高厚東說。近年來,紅安縣外出務工的農民工陸續返鄉就業、創業,吳大鵬就是其中一位。現年42歲的吳大鵬原在廣東打工,先後幫助別人從事汽車運輸及產品銷售,十多年來積聚了一定的資金。今年春節過後,他計劃不再外出。經過反複調查分析,他決定利用家鄉位於原縣螢石礦區的便利條件,從事螢石粉加工產業。今年年初,鎮信用社員工走村串戶來到他們村開展支農調查,吳大鵬從工作人員處瞭解到信用社可以貸款支持創業,就提出了貸款50萬元的申請,信用社對其進行調查評估後,簡化貸款審批程序,10個工作日內便把房產抵押貸款發放到了他的手中。據瞭解,自2012年以來,紅安農信社在滿足農民群�傳統農業生產及農村產業結構調整資金需求的同時,大力支持農民工返鄉創業就業,共發放返鄉創業貸款63 90萬元,支持返鄉創業就業達1.7萬余人。迷你倉新蒲崗
